Starting with the 2010-2011 school year, Federal Loans will be processed using the Federal Direct Loan Program. Prior to the 2010-2011 school year, Federal loans (Federal Stafford) were processed using the Federal Family Education Loan Program.
Rules for Entrance/Exit counseling are similar for both programs.
If this is the first time you have borrowed a Federal Loan from the University of Maryland, College Park, you must complete an Entrance Counseling session. (If you have completed entrance counseling at a previous school, you must still do another Entrance Counseling session for your first Federal Loan from the University of Maryland, College Park.)
If you have borrowed a Federal Loan from the University of Maryland and you will be graduating, withdrawing, or taking a semester off from the University, you must complete a Direct Loan Exit Counseling session. The exit session is designed to make you aware of your repayment responsibilities, familiarize you with your lender(s), give you examples of repayment schedules, and to answer any questions you may have regarding your loan(s).
Grad PLUS entrance counseling is required for first-time graduate and professional student borrowers and must be completed before the Grad PLUS funds can be disbursed. The entrance counseling session provides information regarding monthly repayment amounts and the average indebtedness of graduate or professional Grad PLUS loan borrowers. The entrance counseling session also explains the use of the Master Promissory Note (MPN) with emphasis on the seriousness and importance of the repayment obligation and describes the consequences of default.
All students are required to complete an Entrance Counseling form prior to every new disbursement of a Teacher Education Assistance for College and Higher Education (TEACH) Grant.

Please note that the Perkins Loan Exit Interview is separate from that of the Direct Loan or Stafford Loan Exit Interview.
Students who are graduating that have a Perkins loan, can do their exit counseling with the loan servicer, Heartland ECSI at www.heartland.ecsi.net or contact 1-800-437-6931.
